Disassembling a Lionel 44-tonner

Bought a used one and am taking it apart to clean and repaint. One of the trucks (the unpowered one) is held on with a C-clip, so that came off easy. The other, powered truck is held on by a pair of rotating clip/spring things. I don't want to break them, but don't know how to disassemble them so that the truck will drop out (once the wires are taken care of, of course).

Can somebody tell me? Thanks.
