A nice thing about S.C.A.R.M. is that you can download it for free and use it as long as you want.  They put a limitation of something like 100 items one can use.  That should be plenty for the O-45 Figure 8 you want to design.

You should be able to do what you need using Simple Computer Aided Railway Modeller (S.C.A.R.M.)

It's located at here.

The software has a track library that includes many Atlas types including 3-Rail and Industrial.

How to design an O-45 Figure 8

I want to build a simple figure 8 layout on a 4' X 8' plywood sheet with Atlas O-scale 3 rail track using O-45 curves. Any advice on design templates or software I could use to select the track and ensure that it fits on a 4 X 8?
