KW leakage?

KW leakage?

Picked up a KW transformer. Tested the voltage on the A U and B U posts. Both are reading approximately 5 volts with the throttle in the off position? If I flip the plug in the wall receptacle they both drop to about 1.5 volts.  Rollers and coil are clean. Rollers are completely off of the winding when in the off position. Any idea what could be causing this. Is this normal?  Testing with a digital voltmeter with the Transformer by itself. It's not connected to anything.

 Update - Bad meter....   Used other reliable meter and getting -  .6V and if I reverse the wall plug i get - .0V.  I'm ok with that. 

But I must say my electrical curiosity is making me wonder why reversing phase gives a voltage difference.

Update - Bad meter....

No, your digital meter is fine, it is just very high resistance. Check again, but this time with a small load connected like a 53 or 57 bulb. Your observations are completely normal.
