1970s vintage sound of steam? Helps if you can post a photo or at least the model number.
Assuming you have the white noise type steam sound tender my reccomondation is to leave it alone as a working oldstyle SOS tender is hard to come by.
Rather than modify that, if all you want is another tender with a whistle I would look around for an orphan postwar or MPC tender with a working whistle. When the time comes you will have the unmodified original tender to reunite with it's locomotive.

When you say "chugger tender" are you talking about the pre-war tinplate version, or the one from the early '70's with "The Mighty Sound of Steam?"
I have Lionel chugger tender I am no longer running with its engine. I would like to end the chugger static, but still opperate the whistle. Is this possible, if so how?
