Tmcc Lionel number board question

I have two Atlas engines and run in Tmcc. They are parked in storage sheds and remain unactive until addressed with Cab -1. The number boards and lights are off.
My Lionel engine's number board lights come on as soon as my track is energize. I was wondering if this is normal? If so, this is really a crappy design. This means I will have to create a block in order to turn power off to the track so the engine appears off.

Try hitting the AUX-2 button after you address the engine with the lights on. That should turn the headlights and/or the other front lights off.
