Scotchbrite pads work very well too, they're non-abrasive and won't remove any tinplate left on that 027 track.
Don't use sandpaper, and definately don't use steel wool! Steel wool can leave fibers behind that can work their way into your electricals, and you don't want that!
Don't use "Goo-Gone" either. Some on this site have said it will attack traction tire rubber.
Not a good idea. What I recommend is the track cleaning block made by LGB for G scale. It works EXCELLENT for O gauge, leaving a nice shine to the rails, doesnt put your hands at risk if cleaning tubular track(which can and does have sharp edges at times). Any good LGB brand stocking dealer should have them. I have had mine for years and cleaned HO thru G scale track with it.
