Yes, The 1033 transformer is a good transformer. I have one myself that I use for my trains. It is a good, basic transformer.
Make sure the cord is in good condition. The whistle rectifier may need to be replaced if it is original to the unit.

Larry, thanks for the help. I’ve found some 1033 transformers on e bay for a decent price. Do you think the 1033 will be fine?
aboard!
Trains, trains, wonderful trains. The more you get, the more you toot!
Welcome to the forum!
Your train slowing down when you blow the whistle is normal with modern transformers because the whistle is motor driven, and now there is much more of a load on the transformer.
The older postwar transformers, such as the ZW, KW, 1033 and others have a compensating winding in them that is switched in when the whistle is blown. This winding adds voltage to the track to compensate for the voltage drop the whistle motor causes, and the train runs at near normal speed.
The 40 watt transformer you have is very small, power wise. I suggest you look into purchasing a larger, postwar transformer to increase your power reserve, and operate your horn without slowing down your train. Check the auction sites, and any Lionel train dealers in your area.

I dug my wife’s old childhood train set out of the attic cleaned it up & now it works! It’s a post war Lionel set (239 engine & 234w tender) my question is the whistle. It only whistles at about 1/2 throttle or lower and when you press the whistle button it slows the train down(quite a bit).Is this normal? I’ve replaced the track with fastrack (just running a small oval) I have a wiring going from each side of the straights to the transformer. I got a new Lionel 40 watt transformer, I’m not running any assesories. Sorry for such a long post just tossing out as much info as I can. This is my first venture into model railroading so I know very little but am learning fast
