Why my kw is loading down.

I have 8 lionel comodore vanderbuilt heavyweight passenger behing my penn k4. I am using my kw in the command mode. It will only supply 16.5 volts to the track when the train is running.
I checked the current draw on one of the light bulbs to check it out.
They are the 18 volt bayonet bulbs and each car has 4. One bulb measured .14 amps. Take that times 4 for one car and you have .56 or half anamp per car. Now times 8 for all and the lights alone draw 4 and a half amps. Add the engine and sound etc and that is quite a draw for the kw.
I also have some accessories (lights) on it too.
Need more power, so I put in an extra Z that I have and no problem with 18 volts.
Of course the Z is a 250 watt transformer and goes to 25 volts with no load.
It will easily go over 18 volts on this load. Havent tried full voltage as I do not want to replace a bunch of lights so it stays right where it should be.
