MTH Boxcar with Signalman questions

This fellow just keeps going in and out without your command?

I can't get the signalman to stop! This guy has so much energy that he just won't stop, have any of you experienced this "problem" before? I've tried about everything and haven't found the solution yet so I could sure use some help.
