Call Jeff at the train tender. He will sell you the parts you need and probably tell you how to test what is wrong. It couldbe just the speaker but bet it's the board. Which isn't hard to replace.

Take a look at the Electric Railroad Company website. They are a Lionel vendor and sell electronic boards to convert any conventional locomotive to TMCC and sound cards with speakers. Average cost to convert a steam or diesel engine is about $160. The directions are very clear and anyone with manual dexterity only slightly better than an oyster can do the conversion in about 2 hours.
I have a Lionel MPC Blue Comet with the Mighty Sound of Steam (chuff only, no whistle). It still makes the chuff sound, but there is very little volume. I have tested the Blue Comet locomotive with the tender from a Chessie Special set, and it works perfectly. So I feel confident the problem is with the Blue Comet tender. Does anyone still repair SOS?
