I ordered a railking mallet from my local hobby shop.  This Oct. 2016 will be 3 years, and still waiting.  Is this normal for mth?

It's not normal but it does happen.

What doesn't get cancled from the catalog USUALLY gets made.

However you cannot rely on posted delivery dates.

I know what you mean.  My God, I can be dead, the time my engines comes in.  From now on, if my hobby shop don't have what I want, I will just wait till something comes in.  No more ordering in advance.
