Lionel 1032 Transformer, Whistle Controller

Good morning all on this wonderful Rocky Mountain Afternoon!

I am looking for some help regarding the whistle operation on a my Lionel 1032 tranformer whistle controller.

I have a second 1032 transformer and the whistle controller works with my 6466W Tender just fine.

The copper contacts have been cleaned and all the wires resoldered.

However when I use the whistle controller on my Lionel 1032 transformer,  the whistle begins to work on the 6466 but the relay WSR-1 contact engages and then drops off. It appears that the magnet does not continue to engage. However it continues to engage in the other transformer that works.

Any ideas?
