Lionel 6-18240 Conrail B40-8 TMCC Problem

I have a what I believe is a TMCC problem with a Lionel 6-18240. The locomotive prime mover sound will increase but the locomotive will not move. This happens in both directions. The lights do shift when direction changes. The horn and bell work but not always on the first depress of the CAB-1 button. The locomotive runs fine in conventional mode. I have the post war 250watt ZW connected to two loops of track. One is S and the other is O gauge. The S gauge NYC mikado responds to all its commannd properly. The Conrail locomotive has been sitting in its box pretty much since new and I am the original owner. The locomotive did allow me to set up its address and it worked initially. Now it may move occasionlly but stops on its own in under 30 seconds or so. I have done the AUX1 and 0 reset without any apparent results. Any thoughts, ideas, or wisdom would be appreciated.
