Lionell 154 crossing signal and 154 c conector

It sounds like the fish paper insulation on the bottom of the wide clip has worn off - see pic:

Yes bare spots on the clip are touching the rail. Isulate the clip from the rail with plastic electrical tape and you should be good to go.

I have wired my Lionell 154 crossing signal that has three wire connections to my 154 c connector to the track.. My problem is that the crossing signal stays illuminated all the time. Please help what am I doing wrong.?........
