Are you aware that the two tangs on the end of the eccentric-crank barrel must align with the slots on the wheel?

Question for the experts on running gear-

My 736 has a loose ecentric crank.  I line it up so it seem right, tighten screw down but it breaks loose.  Threads all ok, nothing stripped.  Any insight would be really appreciated.  Thanks
