Before you reload your computer: Did you make certain that you tried to install the software to the same drive as before? Your system may be a bit more complicated than many because you have multiple hard drives defined on your system.
I also suggest that you run your question by the vendor, Olsens.

wrmcclellan is right - most likely there is information on the original installation lurking in the registry (a low-level repository of configuration details) that got restored. My only thought is that perhaps your new installation isn't on the same drive (i.e., C:, D:, E:, etc.) as your original one. The old information might be pointing to the old location and not the new one. If you had multiple drive letters prior to your crash, you may need to reestablish them, and then install the software again on that other drive. This would put the files back to where they were prior to the crash, perhaps making everything work again.

Thank You for responding to my post. I feel the only way I can explain my problem is to start from the beginning. A few weeks ago I purchased this software with instructions on how to set it up. It didn't work,I called the seller and they talked me thru a different procedure with success. I used it for awhile with more success and was able to repair my 262E locomotive. Everything is spelled out for you and all parts are specifically documented. It was an easy task to order parts,and today it's running as well as it did when Dad bought it back in 1934.
Some time later my computer developed a problem it had poor response or slow and sometimes would freeze up. My HP has a feature which is on a special drive (D:) When given the proper command it formats and reloads the original operating system (Windows 7) and will remove any programs,files that the owner might have added afterward.
I sent the software back to the seller,they told me that there is nothing wrong with it and said;
Sometimes I'll get an error message "make sure that the files are on the right drive."

The software may be 10-12 years old and the info that came with it indicates that it is a 32 bit Edition for Win 95 , Win 98 and Win NT my OS is Windows 7.

Unlikely I can help as your description of events seems the correct path.
Have to ask - when you say "reformat" the HD - did you actually do a complete reformat of your HD, which means you essentially started with a "new" HD.
If you did not completely reformat the entire drive and all "sub-drives" (i.e. B, C, D, etc.), then the install may have been corrupted by artifacts of the original software load. The only solution in this case for many of these lower tier S/W offerings, is to start over completely with a "new" wiped drive or a new HD.
These artifacts corrupt a new install as the new install does not put stuff in the exact location where the data/program files were before, and thus artifacts can look like part of a normal install and when accessed the file pointers are incorrect and the program goes into no-mans land with no way to excape. BTW - this is an over-simplified explanation.
Tedious yes. You can attempt to search for all artifacts but this is very difficult.
You could try to uninstall the program under the "programs and features" icon/tab in your control panel. But again, some lower tier S/W does not actually do complete uninstalls, instead just deleting the file pointers and folders the program created.

Has any member purchased or used the software Titled "Olsen's Train Repair DB V4.1" . When I first got it I loaded in and had it working just fine. It's a very good tool for identifying and selecting parts for repairing a good variety of Lionel equipment. I used it to repair my Lionel #262E Locomotive at a very reasonable price.
A few days later my computer crashed and I had to format and reload the operating system back into the hard drive. As luck would have it I could not download the Olsen software a second time I keep getting the message "Make sure that the files are loaded in the correct drive. Whatever that means
I put the disc in the DVD drive (E) and load as instructed,a message comes up and tells me that the download was successful. An icon is established on the desktop and when I click on that nothing happens the computer freezes
Anybody have any suggestions comments I would appreciate it
