I discovered the problem. The gentleman who owned it before me GLUED the black plastic spring part to the shaft. After gently scraping the glue away and out, I managed to separate the body from the chassis. Thank you for your help.

After you have the body and chassis separated, be careful when removing the roof from the main portion of the body. Relatively flimsy plastic clips hold the roof and body together.

Pull the black part with the molded springs straight up. It comes off the shaft.
I recently acquired a very dirty Lionelville #60 trolley from some friends. Some of the metal parts (wheels, bumpers) have light surface rust and the body itself is filthy. I plan to take it apart, clean what I can from it, and perhaps respray the bumpers with gloss black once cleaned up to restore their shine. The body I will wash with soap and water and a toothbrush.
The trouble is, I cannot get the body off of the chassis! I have the repair manual pages and see that only one body screw holds frame to the body and I removed that. But, the trolley pole appears to also be keeping me from lifting the body from the frame. The pole arrived to me broken but the part with the molded springs is still there.
Once the single screw is removed from the base, what is the next step to getting the body off? (If it makes a difference, the roof has two "vents" that I can see into which means it is one of the later versions.
