Do you have a properly insulated section of track, with fiber pins (or whatever is equivalent for Fastrack) at each end?

Otherwise, I don't know what to tell you. The reference material linked above explains how to the unit works.

What I am saying is that the green light stays on when the train enters the block. The green light never goes out.

According to the Lionel factory service manual page, the red light should be on until the train comes up and stops. After a bit, the red light goes out, the gree light goes on, and the train proceeds. Here is a link:

When operating the red and green light stay on in the stop position. Is this right?
