Meridian Express RR track plan Current issue

Have occasionally had this problem before with CTT track plan illustrations. Looking at the track plan presented, the upper level has a track splitting off at the upper left which then goes into a mountain and bends 90 degrees and seems to become the outer track on the lower level. In order for that to be true it would need to intersect that lower level with a turnout approximately under the bridge at bottom center, which seems unlikely to me. So my question is what is "going on" under the bridge approximately in the bottom center of the track plan? I find this track plan really attractive and the right size for my train room, but I can't figure out this one aspect.
