RUN/PGM switch on Lionel "command" locomotives

There are only two wires to the switch. If both are conected the gray wire goes someware else. If you have another tmcc engine check its wiring.

Does anybody have an idea about how many wires should go the the run/pgm switch on lionel locomatives? My HHP-8 quit working during a train show last weekend. When I took the body off, I saw a gray wire with one end not fastened anywhere. The switch has three prongs, but only two wires hooked to it. It seems intuitive that the loose gray wire should go there but I want to be sure lest I burn something up. Any ideas, People?
