Rob:  I figured it out but the question was:

Unpacked a brand new Pedestrian Walkover with the Speed Sensor. There were two plastic supports screwed into the bottom of the walkover at each end that caused the walkover to be elevated above the layout. The instruction manual said nothing about them.

Solution: Remove them. The walkover now lays flat on the layout and all is well.

(They were probably fastened at the factory to prevent movement while being shipped.)

LIONEL: "Sorry it is an old item (2004) and no information is available"

Well, tried it again.

Had a question for the Lionel Tech Support.  Very polite but no assistance.

Should have known better!
