No, they don't flash. They just light up.
I bought some R258 red bulbs for a Marx crossing signal that flash after they are on for a few seconds.
They wont fit this signal but you can check for bulbs for this signal that will flash.
If it ain't broke, don't fix it.
That style crossing gate uses a red #19 bulb, which has a two pin base. It was a poor design, and has been marked obsolete by GE many years ago. They only made a handful of different bulbs with that style base. I don't think a flasher was made. If you find one, please post the bulb number.
I received my Crossing Gate today. I wired it up to operate from an insulated control rail and it worked great. The best part is that the red lamps do flash left- right-left-right. I have Question ? Does anyone suspect that I would do any harm to the flashing circuit inside if I ran the AC current through a bridge rectifier so the gate coil would operate on DC and eliminate the buzz from the coil.

If you can access the circuit board and see if it has a diode array to convert the AC to DC(they usually do) for the flasher circuit, it will work fine on DC.
