Lionel Original Fork Lift Accessory

Does anyone know if the small wheels on the original Lionel fork lift truck are supposed to roll? I recently bought this accessory and the link arm doesn't move all the way to the end of the unit as it's supposed to and wonder if it's because the small truck wheels are locked. Without the fork lift truck on the pin, the arm moves as it's supposed to. The manual says that if the arm doesn't go all the way to the end, to bend the arm or adjust the spring tension.

The wheels on the forklift truck do not turn. I have never had any problems with mine for the past 50 some odd years so I am dont know how to adjust it. Hopefully someone else will have had experience with that.
