If it's properly lubricated, then the whistle fan could be brushing against the whistle chamber.
(oils whistle motor, cleans brushes and commutator) Still whines. I guess it just likes doing vacuum cleaner impressions.
You probably need to oil the whistle motor. Two bearings.
As has been mentioned elsewhere, my waif 2025 loco came with another stray: a 671W tender, normally seen with the 671 S-2 Pennsy turbine. By some interesting coincidence, when you crank up the whistle on this puppeh, it also generates a turbine whine, the likes of which I've never heard on any other whistle tender. Coincidence? Or cleverness on the part of the Lionel engineers? Enquiring minds want to know...
