I'm thinking of putting a winter scene with a ice pond on my lay out. Hopefully someone can send me in the right direction, so I can do that.

There are sheets of white colored plastic and clear plastic that could be used for the top surface. Only the top 6" to 12" would be frozen. The rest would still be water filled with items like leaves, branches, and some aquatic life.

I've used a mirror,  cloudy shower plexiglass, and even 'buried' one of those set-ups with moving ice skaters over the years.

Or maybe just a flat spot in the snow with a snow covered dock extending into it.

I always thought that real ice looks like wax paper.  Unless a Zamboni just ran over it...

There are white milky plastics used for diffusing lights that can simulate ice.

Some plastic cutting boards have the same look as ice.

Go to a shop that sells a large variety sheets of plastic to choose between somewhat clear ice to the milky white ice.

Not all ice has the same transparency.

How thick is the ice?

What is the amount of snow has fallen on the ice that has melted and frozen?
