Lionel Railsounds activation

I have tried two sound activation buttons and neither do anything.  Any idea who sells new boards?

Get a new Sound Activation button to isolate the problem. If the sounds still do not work, it sounds like the boards are bad.

I have an older Lionel O gauge layout on which I have been running trains from the late forties and early fifties using KW and ZW transformers.  I recently purchased two engines with the Railsounds system.  Both sets were new in the box but one is a 1991 F3 Diesel (6-11711) and the other is a 2003 Berkshire Steam engine and tender (6-38033).  I cannot get the railsounds to function properly.  The diesel sound and the steam chuff work properly but I cannot get the horn/whistle and the bell to operate on either engine.  I have a 6-5906 Sound Activation Button wired to the layout.  As I understand it, the whistle control on the KW or ZW transformer should activate the whistle or horn and the sound button should activate the bell.  Neither one works.  When I first got the diesels, the whistle control on the transformer did activate the bell, but so did the sound button.  I tried switching the wires but both still activated the bell, no horn.  However, now the bell does not even work.  The transformer whistle control does activate my old whistle tender but nothing with Railsounds.  I doubt that I have bad sound boards on both engines.  Any ideas on what is going on?
