Mr. Baker should know. He did most of my initial layout design for me with RR Tracks. All to scale. Then I printed it out on a big blueprint paper. When I made modifications, was easy as to scale and worked great.

I have used RR track quite a bit, I have not used all the features it is rather extensive. I don't have any complaints at all. It does have a learning curve to get thru, and isn't free. But, I have certainly got my money out of it. (I even used it as a cad drawing packing for making detailed plans on building a storage shed.)
There is another one available called SCRAM, it is FREE, however I havn't used it and not familiar with it.
SCARM - the free model railroad layout design software.

riverrailfan Atlas used to have free software. I see on their website they don't offer it anymore. I've used RR-Track before. It was aquite a few years ago. but saved me time and money figuring out what pieces I needed to put the layout together with FT http://www.rrtrack.com/
