Lionel L-3 Mohawk smoke question

I was running my Lionel L-3 3000 Mohawk the other day when I noticed it had stopped producing smoke. I figured there was an air bubble or something and blew into the stack, the engine started producing white puffs again, but only for a few feet, then back to nearly nothing. I thought maybe something was blocking the stack, but this doesn't seem to be the case. Has the heating element burnt out?

The engine produces very little smoke currently, but if I blow into the stack as mentioned before, it will make 3 or 4 puffs of smoke then recede back to so little its hard to see.

Any suggestions?
