I saw this for sale at at the local train shop

It is a prewar Ives by Lionel 1661E 1661T 1690 1691 Passenger Set, what would be a fair value in this condition-

Loco is black with copper trim, red litho cars, it is missing 1 pick up tab, both of the axles, side rods and has 4 cracked wheels.  I do not know if it runs, it has no rust or signs of neglect other than missing parts.

The condition of the paint & litho is 90% perfect, some small scratches one passenger car has a slightly bent roof.  No boxes or track, just the cars & loco & tender. Copper trim looks new, Maybee repo?

Seller is asking $110 for all, is it worth fixing at that price or will I be into it for more than its worth with buying spare parts?

Thanks! - Jason
