Looks like it is easy to fix if you have the right size nut driver.

The cover story is 8 pages of advice on "tuning up" a Lionel S-2 (not "S2 according to the PRR) steam turbine.  The example is the latest model, the 682, which Lionel decorated with what the article calls "valve gear".  The prototype of course had no valve gear.  This was actually an oil pump and was vastly less obvious than the Lionel gizmo.  In fact, you're lucky if you can even make it out on a photograph:

If you can find it, you can see that the connecting rod is horizontal and the pump lever vertical.  It is that way on the model up through the disassembly in picture 3.  Thereafter, and on the cover, the pieces are reversed.
