I can't help you with what is in those tubes, however replacement tubes are available from the regular parts vendors. Clear liquid for the water tower, and and amber or yellow color for the oil derrick.

I am repairing an AF #772 "red" water tower.

There is no liquid in the tube.

What liquid was used in this bubbling tube?

I read that methelyene chloride is used, which is paint remover. But all of my paint removers are too thick to get into the small opening at the top of the glass tube.
