Decal removal on a pair od Loinel 2032 Eire AA Locomotives

What would be the best way to remove the tatered decals from the front and sides of my Lionel 2032 Erie AA units. The paint is in great shape and I don't want to strip them down for repainting. Should i just use warm water and a soft brush, or is there something on the market that will work and not damage the paint.

You can use decal setting solution softens the decal and won't harm print and Scotch tape will lift decals. You can also use your finger nail , warm water has to get behind the decal like when it was on paper . I left shells sit in water for days and the decals were still on solid. good luck !
