newbie question

I'm pretty sure I know the answer, but just wanted to verify..

A loco rated for 0-31 curves will run on 027 42 inch curves, right?

It will also run on Marx O34, which has an O27 profile.  Although my layout is generally O27, I have an outer main line that uses O34 just for anything that I can't persuade to handle O27 curves.

Just to add a little confusion here most but not all will run on O-27 if you don't have switches its the switches that give most of the problems. I use to run Williams O-31 engines all the time with no switches

Be careful here... if your engines recommend wider radius curves, running them on tighter radius can cause problems with the rolling stock. The reason is the couplers will swing off center and pull your rolling stock off the track.

Also, engines rated for wider radius track are either too long to navigate tighter curves, or their trucks have too many flanged wheels to navigate the tighter curves.

In short - it is NOT wise to run engines that recommend a wider radius curve on tighter curves.

This is also true with passenger cars that recommend wider radius curves.

On the other hand, there are tricks for modifying pieces, some simple, some not, to get them to tolerate O27.
