To replace the traction tires on most steam engines you need to drop the side rods(not always easy), silver looking connecting rods, sometimes depending on make and model you may have to remove the motor unit, and then take off the old tires and replace with new tires. On diesel engines, usually you have to remove the plastic looking brake and shock assembly, then dismount the wheels from the truck assembly that houses the motors.

I don't have a manual for your locomotive but typically replacing rubber traction tires on a steamer is not to difficult. Usually consists of removing the screw that holds the drive rod in place that is over the wheel and then stretching the rubber tire around the drive wheel. Jeweler picks are really helpful in pulling the rubber tire around the wheel. You can get a set of 4 picks of various shapes at Harbor Freight for around 3 dollars.

PS, typing in all capitol letters makes for difficult reading of your posting.
