When was it running fine on 9v? Recently, or has the train been in storage for a while?
It doesn't sound like the transformer is the problem.
Train Larry's suggestions are a great start to getting this engine running again.

The first thing to do is lubricate the engine and motor with a drop of light hobby oil on the motor bearings and wheel bearings. A dab of hobby grease on any gears is needed also.
Another thing to look at is the track itself. Have you cleaned the track, including the connecting pins, of any dirt, grime or rust? Does the headlamp bulb illuminate at the same brightness everywhere along the track?
These steps need to be done first, and barring any other problem, should get your train running again.
