I agree. That was built by some company who also built steam engines.
The pump looks like an adaptation of an oscellating cylinder steam engine. Mamod is another company who has built this sort of toy for quite some time.
That's definately a steam toy, most likely from a european manufacturer like M'a'rklin. The only fountains I ever saw from Lionel were small like birdbaths and had beaded wire for the "water". Whoever made it, it would look really cool pumping away on a tinplate layout!

I wonder if it was designed to be driven by one of the small tabletop steam engines (not locomotives) that were popular for so many years.
That is a new one on me. But I don't see any identifying marks. It's a nice piece, but not Lionel.
I have never seen anything like this as lionel but I'am not an expert on prewar but figured I would share this with you all. Looks neat thou.
