The wires from the transfomer could be flipped around in their track connection regarding center rail-in and outer rail-out. See if that change in wire hook-up will allow the horn/whistle to be activated.

I have a GP9 New York Central Diesel engine. The box states that it has a horn. I looked at the engine and there appears to be one at the bottom of the chassis. I remember trains having horns that ran on batteries but this doesn't appear to use one. My transformer is a Tech II Trainpower 027 and although it has a "whistle" switch, it doesn't appear to do anything with the horn. This is a pretty heavy weighted car, although it's a nice engine.
How can I test the horn? Is there a way I can test it if my transformer doesn't make it sound?
