Gear problem with Lionel Alaska GP-7 #1804

I've purchased two Lionel Alaska Gp-7 engines (#1804) on line (I won't do that again) and had the same problem with both -- gear binding on the drive wheels.

In both cases the engines barely moved. In the first instance the small upper drive gear was totally missing on arrival and in the second engine, that same small upper drive gear fell off on the track as I was trying to run it.

Is there a fix for this poor, plastic, engineering?

I love the look and sound of this engine and really want to fix it.
