I found some info about a # 460 set, Piggyback Transportation Set, made between 1955 & 57. A # 460P is the Piggyback Platform, same years as the Piggyback Set, according to Greenberg's Pocket price guide, 2010 page 71 under Post War items. NO info on the x in the number of the set.

I have this exact same set box in P9 condition.  I also have not a clue as to what came in it.  A few other set boxes in this sequence had a 138 water tower in them.  Did you ever get any response from members about it?

Insofar as i'm aware, the set it contained would have been made in 1957, im not entirely sure.  it sounds like it would have a small lowend set in it.
