Hi!

I have several of these sections that need to be cleaned, some rewired, but all repainted. What can I paint these with that won't interfere with conductivity?

As long as the rail heads are paint free, you can use anything.

Lionel used paint, chemical blackening, and galvanizing at different times for these.

If you want to replicate the natural look of the track base, "Gun Bluing" would most likely get the finish you are looking for.  If you just want to make them look better, a thorough cleaning first, then mask off the center rail and center contact and spray with Krylon spray paint.  I have reconditioned 7 sets of 1121 switches, that were really crappy when purchased, that look almost new now, by careful taping and spraying with Krylon paint.  I like Krylon for the QUICK DRY time of 10-15 minutes.  It's your choice of what you are looking for.
