Each wire goes to a roller on each truck. They both contact the center rail - no short - just redundancy for better operation.
Here are 8 pages from the Lionel service manual regarding whistles. This should clarify further for you.

I am new so if I get this wrong please forgive me. I just pulled out all my trains to sort and give to my three kids. The forst thing I found was this tender had two broken wires on the bottom. I removed the cover and found that they both go to the top of the coil. There is a place on the roller of the middle rail but I don't know where the other goes. It seems like if I placed that on the other truck it would be a short???? You can send me an email at dgkub@yahoo.com
