If your connections are good, the only other thing I can think of is an 'adjustment-screw!'
In the picture, the way the horn is set, the screw would be on the bottom of the horn, but, then again there might not be one on this type of horn.  Can't tell by the photo.

Without damaging the horn, you will have to find out if there is an 'adjustment-screw,' which controls the vibrating/sound unit of the horn.

The F-3 diesel horns had this 'adjustment-screw.'

Maybe, "Olsen's Lionel Train Parts" has a schematic of same?

Thats what it looks like, correct!!  Just cannot get the horn to work.  Any ideas??  Thanks.

114 Newsstand w/Horn

Hello,  I have a 114 newsstand with a horn.  The horn does not work at all.  How do you fix this??  I put in a fresh D cell battery and still nothing.  I wired it up right, but no sound.  The light works just fine. I am using a no. 90C controller to try to activate the the horn.  Any help will do.  Thanks.
