Never use sandpaper. You might sand through the tin plate and then you have a conductivity and rust problem. The green meanie pads sold at grocery stores, not the ones with soap, do a great job of cleaning track. Then wipe it down with denatured alcohol. Another method is to go to the hobby shop and buy a "bright boy" track cleaning pad.

dirt and carbon buildup will fly off of the track with sandpaper.  good luck.

welcome to the site! do you have a drill press? I have a small one in my basement I mount a wire wheel in. or a bench grinder, or even if you can mount a drill with a wire wheel. that's the quickest. Or on my mounted track, I use a worn scotch brite pad. or fine sandpapr or emery cloth. If you have an understanding spouse, layout an old bed sheet, put a good movie on, and have at it in the living room. you'll have the track cleaned in no time. I leave the dirt/rust on the sides of the track for that "weathered" look.....

I have a good amount of old O gauge and 027 track in good condition but it needs cleaning.  What is the best way to clean this track?
