Dealer Layout - 1948

I have a Lionel boxed set number 1449WS from 1948; it contained the 3462 operating milk car.  The box for the milk car, and the set box, both have a label attached which reads:  "NOTICE PLEASE NOTE THAT THE MILK CAR PLATFORM IS NOT PACKED WITH THE MILK CAR BUT IS MOUNTED ON DISPLAY."  My assumption is that this set may have come with a Lionel factory layout, on which the platform was mounted.  Does anyone know whether this set was part of a dealer layout?  or, is there another explanation for these labels?  Thanks for your input!

Well, done a little research and found that a dealer is offering this set and representing it as coming with D10 dealer display.   Anyone have information on the D10 dealer display?
