After some time with a voltmeter, I figured out that the wiring for the uncoupling coil appeared to be causing the short, and since I don't use the uncoupler I just removed that wire, and unload seems to be working fine now. I only set up my train for Christmas, so I'll put the OTC and a new track Operating Track Section on the Christmas list for next year.
Thanks again for your post - I'll sleep better tonight knowing I stumbled onto the rigtht track.

With some rewiring, you could choose to run either the uncouple OR the unload function, but not both, as this will result in a short circuit as you have found. What you really need is the 14185 Operating Track Controller.
I'm trying to wire a Lionel Activating Track Section for a dump car to a SC-2 Controller but have been unsuccessufl. The problem seems to be some type of short circuit when the dump car is activated or when the engine passes over the track section depending on how I've wired it. Can anyone give me some advice on how to properly wire this?
