running mth railking and premiere cabs what is the correct hieght (off the rails) for  the main pick-up wire

I suggest you find some pictures of prototypical locos on the Internet.  See how far the pantograph is extended, and go from there.  There is considerable tolerance in the position of the catenary.

On the Pennsylvania Railroad, wire below 24 1/2 feet was designated as "low wire", above that, "high wire".  A latched pantograph on a P5a or GG1 was no higher than 15 feet.
