How about a tin Hershey store?

Old posters reduced and printed out for layout billboards? I have seen a bunch on Google Images search..I like this one in particular;

This is cool.

Nothing is more fairly distributed than common sense: no one thinks he needs more of it than he already has.
At Wal Mart in the crafts section they sell a machine that I "think" is for molding chocolate. And next to it is bags of chocolate. I LUV chocolate. I would live on it if you stomach could handle it. Whatever comes out of this keep the dog away as they can't handle chocolate.

What about wooden beads? If you filed the top half of the bead down with a round file you could approximate the shape of a kiss but with a flat top. A bead would already have a hole in the center to run a grain of wheat bulb. You could cut a slot in the top of the bead to run the wiring out and also to attach it to your poles, then glue a dowel in the top hole and shape that into a point. Paint the wood assembly silver or glue on thin aluminum foil or even silver leaf. I don't remember if the actual lamps had the paper tags, but you could easily glue on paper streamers.

You can get this really heavy, thick, liquid latex to make a mold over an actual piece of candy, then make multiple copies from plaster as described above.
RIP Chewy - best dog I ever had.
I say make it edible. Tubular track atop a giant chocolate chip cookie. You can eat the cookie and start a new layout.

Not sure how to do this... but my recommendation would be:
Buy a bag of the large toll house morsels. Place them on some thing that you don't mind losing. Buy some plaster for molding. Mix the plaster and pour over the morsels. Once dry turn over and remove the surface. You should then be able to pry the morsels out. From here you are on your own. I don't know if they sell the components to make plastic, if they do then buy that, mix it, pour it over your mold. When dry remove the plastic sheet. Trim the kisses from the sheet. If you need to light them you'll need to carve out the inside of the kisses and then wire with mini LEDs.Not sure if there is an easier way...
I think a layout of HERSHEY, PA would be tasty. You could have the Chocolate factory (with silos and switch yard) in the background, and the theme park (lots of O-gauge possibilities there) in the foreground. You could throw in a S-gauge steam train, and even a monorail.
Pssst-ouch - dang, burnt my noggin on the bulb again.
Get started!
Just shooting from the hip - but you could try taking a real candy (in wrapper) and using the steps you'd use to make a rock mold. You'd have a system where you could make several at a time and you'd have a standardized piece that you could paint silver.
