MTH PS-1 and TPC's

I'm trying to lock my MTH engines with PS-1 in forward through my TPC300s and I can't get it to do it. I hold the Whistle and turn the power off but nothing happens. It never gives me the short whistle blast like it says in the manual. The engines and the boards seem fine - just put a new battery in. All other features seem to work. I have four PS-1 engines and none of them will lock in forward. I would appreciate any advise.

Procedures for accessing PS-1 controls using the TPC are on pages 18 and 19 of the TPC owners manual. You can not use the TPC like a transformer, you have to access the "macro" commands built in to allow you to generate the appropriate voltage swings and short DC pulses to program the PS-1 unit.
