This is how my billboard is wired. It has the picture of a steam locomotive crossing a bridge over a diesel locomotive, but may be otherwise the same as yours.
Yellow is common. It connects to a lug on the rivet that attaches the left socket to the base. Another short yellow wire goes from the lug to the rear motor brush.
Black is for the lamps. It connects to the center terminal of the left lamp socket. A yellow wire connect the center terminals of both lamp sockets together.
Green is for the motor. It is spliced to one of the motor field wires The other motor field wire connects to the front motor brush.
If the motor runs the wrong way, swap the field wires.

Yes it has lights. However I may have not asked the right question. It has the wires, I don't know how to hook it up. Green wire goes where, yellow & black same question.

I just dug out my American Flyer train after 45 yrs. Tried to sell it no $. Anyway want to rewire the Ringling Bros. whistle sign. I am going to fix it and give the set to my son. Seems the wires got seperated from the sign.
Any help will be appriciated.
