Lionel has done a bunch of uncataloged items in recent years. I've seen a few listed for sale over the same time. Plus there are uncataloged sets done for department stores. Many of these sets come with locos available in other sets, but Lionel will throw a bone to the buyer and put in some rolling stock or a caboose unavailable elsewhere without buying the set. Die-hard collectors often buy these items, leaving them sealed still in their boxes in hopes of big financial appreciation.
It's tough to come by easy information on some of these items, save for the ones made for train clubs like the LCCA where the production run numbers are known and the products advertised through the club.
The value on such items is an open book and comes based on what people are willing to pay to have these items. And since these are recent production items, there isn't much of a track record on many of them (ie: price guide quotes).
I have an uncataloged Lionel non-scale traditional BNSF gondola with the "swoosh" logo that I think came from a JC Penny's set. I was thrilled to get it and have no intentions of selling it.

and the no.25021. It has no K line markings on it. It also says lionel llc chesterfield made in china

Can't help other than to add that I have a Cheetos Tank Car that Ibelieve was made by K Line. I tell people itis loaded with the cheese!
K-Line did a frito lays set back in the mid to late 90's and then I think they did a few cars later or maybe even another set of some type that had maybe cheetos boxcar. I seem to remember it but not positive. any way what info you looking for. Maybe someone else may have more info on it. They do show up from time to time on ebay

Are you sure that it is not K-Line. K-Line did some food products cars around that time period.
